Country Lead and Project Manager, Philippines

Metro Manila, PhilippinesFull-Time$130,000 – $170,000 / Annual

Overview

  • MC3 Technologies is a Hawaii-born defense technology and integration company serving defense, federal, and commercial clients across the Pacific and beyond.
  • We bring cybersecurity, physical security, systems integration, software, and facility delivery together under one roof, so the systems our customers depend on are designed, built, and accredited right the first time.
  • Wherever we work, we grow local talent and invest in our people as much as in our technology.
  • How we move: MC3 is an agile, fast-growing company with small teams that have real ownership, decisions made close to the work, and modern tools, including AI, built into how we deliver.
  • If you want your work to matter quickly and to grow with a company that is still being built, this is the place.

The Opportunity

  • The Country Lead runs MC3's Philippines operations and projects on the ground: schedule, crews, logistics, local partners, and the customer relationship, for ISP, OSP, network, and ESS infrastructure

  • Location: Based in Metro Manila, Philippines, with regular travel to project sites, Guam, Hawaii, and other Pacific countries
  • Type: Full-time or part-time (W-2)
  • Reports to: Principal and CTO
  • Clearance: Clearable to Secret or higher

Responsibilities

  • Own cost, schedule, scope, and quality for assigned task orders from mobilization through closeout
  • Direct local subcontractors and consultants daily; run toolbox talks, safety, and daily QC reporting
  • Run logistics: US consolidation and freight forwarding, customs clearance, import permits (including NTC type approval), duty and tax exemptions, and secure storage
  • Manage site access, escort requirements, and coordination with the US and host-nation military customers
  • Track the work in MC3's project system; deliver weekly status, risks, and change requests to the prime
  • Set up and run MC3's in-country base: office and secure storage, local partners, and onboarding for rotating US staff

Qualifications

  • 7+ years managing construction or technology infrastructure projects, including 3+ years on DoD or DoS work
  • Has managed at least one project outside the continental US with local labor
  • Has managed low voltage, telecom, network, or ESS installation scope
  • Based in the Philippines and willing to travel to project sites across the Pacific and other locations as the construction schedule requires
  • Valid US passport
  • Preferred: PMP

  • In-country allowances paid in addition to base salary
  • DoD familiarity: working knowledge of the DoD criteria, processes, and requirements that apply to the role, such as federal and DoD design and construction standards, design and submittal review, RMF and cybersecurity, security and site access, and contract deliverables
  • Training: MC3 trains every hire in agile design-build delivery, rolling reviews, and AI-assisted engineering on MC3-approved secure tools; prior experience with these is a plus, not a requirement
